We’re excited to announce that the Emerson Avenue Corridor project won the 2025 APWA Indiana Public Works Project of the Year Award! Lochmueller is proud to have collaborated with the Indianapolis Department of Public Works and played a role in the construction inspection portion of this project.

This project completed the widening of Emerson Avenue from Southport Road to County Line Road. The existing single-lane road was the only segment that had not already been upgraded to two lanes in each direction. Emerson Avenue is a major arterial roadway connecting the city’s southeast side to I-65 with ramps on both South Port Road and County Line Road. It is a heavily traveled connector on the southeast side of Indianapolis that services St. Francis Hospital. This road segment included St. Francis Hospital’s main campus, schools, shops, and multiple neighborhoods.

The nature of this project and the importance of the roadway presented numerous challenges during construction, the most significant of which was establishing proactive communication with the City of Indianapolis, stakeholders, and the motoring public. It required many specific skill sets to complete all components including a new bridge over I-65 with MSE walls, new box culvert for Pleasant Run Creek, full depth road construction for 10 lane miles of urban streets, two miles of new sidewalk and ADA ramps, two miles of a multi-use path with ADA crossings, four new signals at intersections, a complete new installation of drainage throughout the 2-mile segment, widening of road throughout the project limits, and a slight realignment of the existing road including new compacted embankment.
