We're proud to announce that our Kennedy Avenue Improvements project has won a 2025 APA-Indiana Hoosier Planning Award (Honorable Mention) in the Best Implementation category!

Lochmueller performed improvements along Kennedy Avenue in the City of Hammond, Indiana, from 169th Street to 16 Place. The improvements included new pavement, curbs, sidewalk, curb bump outs, table-top intersections, curb ramps/ADA improvements, and storm drainage improvements.

The project implemented a road diet, reducing the existing roadway from two lanes in each direction to one lane with parallel parking. This modification allowed for wider sidewalks and business expansions. Table-top intersections for traffic control and pedestrian accessibility were designed at Martha Street, 167th Street, and Vine Street, while new pedestrian level lighting was designed throughout the project limits. Traffic signals were upgraded at 169Street, Martha Street, and 165 Street with new traffic detection,pedestrian push buttons, and pedestrian signal heads. Additionally, four-waystop-controlled intersections were added at cross streets to slow traffic andensure pedestrian safety.

The project encountered challenges due to abandoned utilities and underground facilities at unknown depths, leading to design changes during construction. Placing new storm sewers and traffic signal foundations required adjustments to meet design criteria, impacting ADA push button locations, pedestrian curb ramp slope requirements, and minimum sidewalk width requirements. Despite these challenges, the project was completed within the following calendar year and under budget.

The final product is a complex streetscape designed for community enjoyment. The pavers feature a diamond pattern and brick inlays, and fencing with posts marked with an H separates the sidewalk from business parking lots. Trees and other plantings provide future shaded spots for pedestrians, while a swing and benches offer rest areas. Bike racks were added for cyclists, and even the trash cans and bollards were aesthetically enhanced.

The Kennedy Avenue Improvements project aims to attract businesses and growth in the Hessville neighborhood by providing Hammond with a landmark streetscape that draws people from neighboring areas to local businesses and restaurants. In hopes to slow traffic on Kennedy Avenue and provide adequate pedestrian facilities, as well as areas for businesses to incorporate outdoor seating and event spaces, the City and Lochmueller meticulously planned every aspect of this project to enrich the space for all to enjoy.
