Washington Avenue & Southeast 2nd Street Historic Property Report

The City of Evansville, in partnership with the Federal Highway Administration (FHWA), undertook a transformative infrastructure project to improve the intersection of Washington Avenue and Southeast 2nd Street. The improvements included:

  • New sidewalks and ADA-compliant ramps
  • Roadway bump-outs and permeable pavement
  • Storm sewer upgrades and rain gardens
  • A boulevard island and parking enhancements along Washington Avenue
  • A roundabout at the angled intersection of Parrett Street, Jefferson Avenue, and Southeast 2nd Street

As part of the environmental review process, Lochmueller Group prepared a Historic Property Report for Washington Avenue, covering the area from Southeast 2nd Street to Southeast 8th Street. The Area of Potential Effects (APE) also included Southeast 2nd Street, from just northwest of College Avenue to just southeast of Jefferson Avenue.

The Cultural Resources team conducted a comprehensive field survey to identify historic properties, structures, objects, or districts listed—or eligible for listing—in the National Register of Historic Places (NRHP). The historian walked each street within the APE, photographed and evaluated all resources at least 50 years old, and documented historic districts with detailed field notes and imagery.

The APE included a mix of residential and commercial buildings dating from the mid-19th century to the present day. While many structures had undergone alterations, several retained high historic integrity. Notably, four resources within the APE were listed in the NRHP:

  • Alhambra Theatorium
  • Riverside Historic District
  • Washington Avenue Historic District
  • Culver Historic District

Additionally, the report evaluated the Montrose and May-Bell Apartments and Bokeh Lounge but determined they were not eligible for NRHP listing.
