Lochmueller Group is proud to announce the appointment of Susan Al-Abbas, PE, and Scott J. Smith, PE, to Vice Presidents & Market Leaders. These dual titles reflect their expanded leadership roles and the firm’s commitment to aligning talent with regional strategy and growth.

With 38 years of experience in civil engineering and public infrastructure, Susan has been a driving force behind Lochmueller’s success in Indiana since joining the firm in 2015. Her career includes two decades in county government, including 10 years as County Engineer for St. Joseph County.
Susan began her journey with Lochmueller as the firm’s first Northern Indiana Regional Leader, opening the South Bend office and later launching more offices across the northern third of the state. Her leadership has been pivotal in building regional teams and guiding major infrastructure initiatives.
As Indiana Market Leader, Susan will focus on sustaining and expanding Lochmueller’s presence across the state, driving new sales, and supporting regional teams. Her appointment as Vice President acknowledges her broader contributions to firmwide leadership, mentorship, and market development.

With nearly 30 years of experience in civil engineering, municipal leadership, and public infrastructure, Scott has played a pivotal role in Lochmueller’s western expansion since joining the firm in 2012. His leadership journey has included serving as St. Louis Manager of Transportation Design, Missouri Regional Leader, and most recently Missouri State Director, which has now been renamed Western Market Leader to reflect our broader regional strategy.
Scott’s career includes 14 years in public service as City Engineer and Director of Public Works for the cities of Florissant and Wentzville, Missouri. His background includes managing multimillion-dollar budgets, overseeing infrastructure planning, and presenting to city councils and public works committees—skills that continue to shape his approach to regional strategy and client service.
As Western Market Leader, Scott will oversee operations and client engagement across Illinois, Missouri, and Kansas. His appointment as Vice President reflects his strategic leadership, ability to build consensus, and commitment to delivering responsive, high-quality service.
