Lochmueller Group is excited to welcome Sarah Arnosky Ko as Missouri Roadway Department Manager! Sarah brings extensive experience leading complex infrastructure and placemaking initiatives from strategy and stakeholder alignment through funding and implementation. Throughout her career, she has worked on projects involving multimodal transportation, streetscapes, and public realm improvements, collaborating with public agencies, private partners, elected officials, and community stakeholders to move projects from concept to construction-ready solutions.

As Missouri Roadway Department Manager, Sarah will lead our Missouri Transportation Design team, overseeing the delivery of roadway projects while advancing department growth, performance, and client service throughout the state. Her team is focused on roadway, pedestrian, and bicycle infrastructure improvements that help communities become more connected, accessible, and vibrant.
