Lochmueller Group is proud to announce the appointment of Steve Fleming, PE, as President of the firm, marking a significant milestone in our leadership evolution. Steve becomes only the fourth President in Lochmueller’s history, which is a testament to the company’s long-standing stability as well as thoughtful succession planning and a strong leadership culture that defines our organization.
With over 38 years of experience in civil engineering and transportation infrastructure, Steve brings a deep well of expertise, strategic insight, and operational excellence to the role. His leadership journey has been shaped by decades of managing complex infrastructure projects. His resume includes over $1 billion in completed highway construction projects, and his ability to lead multidisciplinary teams, navigate regulatory environments, and deliver high-impact results has earned him recognition across the industry.

Since joining Lochmueller in 2017, Steve has steadily advanced through key leadership roles, beginning as Vice President and Discipline Leader of Transportation Design and ultimately progressing to his current role as Chief Operating Officer (COO). During that time, he has served on both the Management and Fiduciary Boards and helped to shape the firm’s strategic direction and operational framework.
As President and COO, Steve will continue to oversee all service lines and work closely with senior leadership to enhance firm performance. His appointment reflects a natural progression that is intended to ensure continuity and strategic oversight for the company. This leadership transition is part of Lochmueller’s broader succession strategy, designed to support our growth and reinforce our employee ownership model.
Doug Shatto, PE, PTOE, who will continue to serve as Chairman of the Board and Chief Executive Officer (CEO), noted that:
