Lochmueller Group is a Midwest regional consulting firm with an emphasis on planning and designing state and local infrastructure improvements.
Some may view these as highways, bridges, trails, drinking water, storm water, or wastewater facilities, but at Lochmueller, we see these as our clients’ dreams for their communities. Through the projects we are privileged to work on, we partner with our clients to reinvent their future.

Our History

BLA completes first project in June 23, 1980, a Transportation Control Plan for Northeastern Indiana Regional Coordinating Council in Fort Wayne, Indiana

Vince Bernardin. Sr. and Keith Lochmueller leave the Evansville Urban Transportation Study (now known as the Evansville MPO) to found Bernardin, Lochmueller & Associates (BLA) on February 1, 1980
1980
BLA adds transportation planning and environmental analysis services
1981
BLA adds civil engineering and land surveying services to better serve its growing client base
1982
BLA wins first project with the Indiana Department of Highways, now Indiana Department of Transportation, to verify, update and supplement their road inventory and Highway Performance Monitoring System
1984
BLA develops Street & Road Management System (SRMS) to identify and address road maintenance needs. Used SRMS for inventories in Warrick and Tippecanoe Counties
1987
Firm expands to 18 people working in the Hulman building in downtown Evansville
1990
BLA establishes a Board of Directors comprised of Keith Lochmueller, Vince Bernardin, Dave Isley and Dean Boerste
1992
Firm expands services to include traffic engineering
1994
BLA moves out of Hulman building and opens the new corporate headquarters at 6200 Vogel Road in Evansville
1996
BLA expands into the Illinois market for the first time with an office in Charleston (the firm currently has offices in Troy, Champaign and Springfield, Illinois)
1999
BLA opens our first regional office in Indianapolis. Initially serving as an extension of Evansville operations, this office eventually grows to our second largest and provides most of the services that the company offers
1999
BLA starts work on the Tier 1, I-69 Evansville to Indianapolis Environmental Impact Study (EIS)
1999
Wins first project for the Illinois Department of Transportation (IDOT): US 45 (3rd St) in Effingham
2001
Firm starts offering water resources engineering services, including wastewater, stormwater, and drinking water design
2001
BLA now employs 100 people across multiple offices
2003
I-69 Tier 1 EIS cited as a Top 10 example of nationwide best practices by the AASHTO Standing Committee on the Environment
2005
Completes first project for the Missouri Department of Transportation (MoDOT): Kingshighway Pedestrian Signals
2006
Michael Hinton is appointed President, only the second in the firm’s history, and Chief Operating Officer

BLA wins ACEC National Engineering Excellence Honor Award for Bradford Woods Constructed Wetland
2008
BLA expands into Missouri with an office in St. Louis offering transportation, water resources and land acquisition services. Later expands to provide traffic engineering & transportation planning services with a subsequent office added in St. Charles County, Missouri
2009
The first two miles of I-69, between I-64 and SR 68, open to traffic on September 29, 2009

BLA appears in Engineering News Report (ENR) Top 500 Firms for the first time
2010
Operation expands into southeast Indiana with a new office in Jeffersonville, primarily providing water resources services to local communities
2011
Company receives ACEC National Engineering Excellence Honor Award for Washington, Indiana Combined Sewer Overflow Wetland Treatment Facility
2013
Bernardin, Lochmueller & Associates rebrands to become Lochmueller Group, Inc. (Lochgroup)
2014
Keith Lochmueller receives President’s Award from ACEC Indiana
2015
Lochgroup expands into northern Indiana by opening an office in South Bend with an experienced team of 16 transportation professionals. Operations later expand to provide additional services including water resources and another office in Ft. Wayne

Board of Directors names Michael Hinton Chairman and Chief Executive Officer

Lochgroup receives Honor Award from ACEC Indiana for I-69, Section 4 Mitigation. The project was also awarded the National Association of Environmental Professional’s Environmental Excellence: Environmental Management Award

Lochgroup wins ACEC Missouri Grand Award for the I-44/44 Design-Build Project
2018
Board of Directors appoints Douglas Shatto, PE, PTOE as the third President of the firm

Total employment exceeds 200 people

Company now operates ten offices: Evansville, Fort Wayne, Indianapolis, Jeffersonville, and South Bend, Indiana; Champaign, Springfield, and Troy, Illinois; St Louis and St Charles County, Missouri
